The international technological forum “Innovation. Technology. Manufacturing” closed its session

March 20, 2014, Rybinsk. - On March 19, 2014 the international technological forum “Innovation. Technology. Manufacturing” completed its session in Rybinsk.
The forum was organized by the Gas turbine machinery and power engineering innovative territorial cluster, NPO Saturn, the P.A. Solovev Rybinsk State Aviation Technical University (RSATU), the Government of the Yaroslavl region, the Yaroslavl branch of the Russian union of mechanical engineers as well as the Saxony economy facilitation department (Germany) and the Safran Group (France). The forum partners were the Northern Bank of Sberbank of Russia and Vympelcom (the Beeline brand).
Over its two days of session, the forum brought together 432 delegates from the industrial, academic and scientific circles, and from the small business representing Russia, Germany and France. In particular, the German and Russian colleagues defined over 40 subjects for further collaboration. NPO Saturn has signed a contract as part of the outsourcing-dedicated panel discussion. A memorandum of collaboration was signed by the Yaroslavl regional branch of the Russian union of mechanical engineers all-Russian public organization and the Saxony economy facilitation department (“WFS“). Still the most important result of the forum viewed by the forum participants is the immense communicative effect the new ideas, solutions and contacts will now allow to engineer new innovative products more efficiently and in shorter lead times. 
During the forum plenary session a bestowal of prizes upon the winners of a dedicated competition “The youth in science” took place; the competition had been administered extramurally between the bachelors, masters of engineering and technology, the future Ph.D.’s and the young scientists with the organizational support of the Gas turbine machinery and power engineering innovative territorial cluster’s main higher learning institution - the P.A. Solovev RSATU. In the frame of the forum (the “Education for the technological leader” panel discussion) an open project session dedicated to the development of dual education in the Yaroslavl region was administered by the Agency for strategic initiatives. While for the representatives of federal and regional mass media covering the forum, a round table was set up with the participation of the leaders of the Yaroslavl region, Rybinsk and NPO Saturn.
 
In the resolution adopted on March 19, 2014 the forum participants formulated their proposals addressed to the competent state authorities, municipal authorities, state institutions of development, higher learning institutions and the interested high-tech companies, as follows:
1. To concentrate the available resources including the financial resources on the formation of the required innovative infrastructure around the companies - technological leaders having a successful experience of selling their products in the international commercial markets.
2. To put in place a system supporting the process of retraining specialists with regard to not only working professions but also teaching them the modern management methodologies (Value Management, Supply Chain Management, Project Management). Particular attention needs to be paid to the availability of support programs for people working in the small and medium-sized business.
3. To initiate the inclusion into the new law on industrial policy devised by the ministries and agencies of the Russian Federation, system-based state support of the industrial journalism in building positive national brands of high-tech industries and prestige of the national industry in the worldwide business environment.
 
The comments of the forum guests and participants:
 
Dmitriy Sekretarev, deputy governor of the Yaroslavl region, greeting the participants of the event on behalf of the governor, the Yaroslavl region government and all the industrials wished the forum crowd successful and fruitful work, positive impressions, new knowledge and new steps forward, having said the following: “We have gathered to exchange our best ideas with relation to innovative products and learn about the best practices used in the production organization technically and technologically, including the training of personnel. The forum’s title “Innovation. Technology. Manufacturing” is a challenge. These three notions provide an element of success in achieving the set goals, create a competitive engine which could be used not only in the territory of Russia but all over the world.”
 
Ilya Fedorov, NPO Saturn CEO, chairman of the board of the Gas turbine machinery and power engineering innovative territorial cluster of the Yaroslavl region, chairman of the Yaroslavl branch of the Russian union of mechanical engineers at the opening ceremony of the international technological forum emphasized the significance of the engine-building sector in the Russian industry. “NPO Saturn will keep developing the domain of producing and processing composite materials, operate in the domain of devising new production processes to accommodate the state-of-the-art equipment, needed in the production of competitive engines. With the goal of elaborating a new industrial policy in view of ever-growing production volume, NPO Saturn is interested in collaboration with other regions of Russia and equally with foreign countries, expansion of work-sharing with the small-to-medium enterprises, and in the development of an outsourcing network. Today we can see how much Saturn has evolved, and that is due to the fact that the people have changed because of the training they have been able to receive. An end-to-end education loop has been created in Rybinsk: the university - the vocational school - the training center. I think that the results of the international technological forum will be laid out in specific documents and in some time will produce substantial results due to the fact that Saturn will continue delivering new innovative engines, which will power not only Russian-made aircraft.”
 
Leonid Mozheiko, acting mayor of the municipal city district of Rybinsk: “We are very delighted that the international technological forum took place here in Rybinsk, the place where NPO Saturn and the territorial cluster’s main higher learning institution are located. What is of principal importance is the collaboration, the union and the partnership between the Rybinsk city hall and large businesses such as NPO Saturn. Saturn is eager to make a leap forward in an attempt to emerge as an important player on the market. Collaborating with NPO Saturn and other companies, the municipal administration aims to support the initiatives of the companies by creating a benign environment for their functioning. I mean first and foremost the education: both pre-school, secondary and higher. Such landmark event as the international technological forum is called upon to spark a new, serious interaction around that company. We sincerely hope that the solutions, ideas, and also the creative and technological contacts generated in the course of the forum will materialize in the land of Rybinsk.”
 
Dmitriy Ivanov, NPO Saturn innovation director, board secretary of the Gas turbine machinery and power engineering cluster: “The international technological forum emerged as a larger-scale continuation of research-practical conferences occurring based on the UEC production engineering competence center. The conventional conferences would unite the experts in a specific field of knowledge, tooling engineers, and their number was limited. The themes and pool of participants of today’s event have become much wider. The main goal of the international technological forum is to build direct links in a way that small companies could hear the customer voice of large-scale companies thus building new projects in science. The forum has indeed come across as a field for communication at every stage, whereby the results will allow us to start producing new innovative products ultimately building a global value stream. We have already come to terms of agreements with the government of the Yaroslavl region that such events would become traditional and annual.”
 
Doctor Manfred Liebl, representative of WFS for the Saxony economy in Russia: “The companies represented by our delegation along with the representatives of the Saxony research institutes are interested in working with Russian partners. In Saint-Petersburg and Kaluga we implement similar projects with relation to the automobile industry while in Rybinsk, the priority should be given to the aviation industry. We are excited that NPO Saturn plays the leading role here. It is easier for us to work with one partner, coordinating such project, who is strong in the Russian cluster. I think if our scientific research institutes were working conjointly with the Russian scientists at the same problems or project tasks, we would definitely arrive at effective solutions. We want not only to be able to come to Russia with our delegations, but we also want our Russian partners to come to Germany to visit us there.”
 
Yuriy Shmotin, NPO Saturn technical director: “This forum has united not only the experts in the industrial field, but also our partners from the small business and the academy of sciences having established a new communicative effect for the work carried out by NPO Saturn. Not a single new development can materialize without the application of new technologies, new materials, new constructive solutions or new ideas. What’s particularly important is that in the frame of this event the ideas proposed by the fundamental science are viewed through the prism of the industrial application and could be in demand both in the nearest future and in 5-10 years from now. Not a single company can be competitive in the market without the application of innovative technologies. It is essential to determine those breakthrough innovations which will be required by NPO Saturn in the development of new gas turbine engines and work systematically gradually achieving positive results.”
 
Sergey Alekseenko, director of the thermal physics institute of the Russian academy of sciences’ Siberian division, corresponding member of the Russian academy of sciences: “The thermal physics institute is a long-time partner of Saturn, however, mostly for the scientific part. We are participating in this forum with a great interest as we think that it is of paramount importance to Russia what is being conceived here. First and foremost, I’m talking about innovations, about which there is a lot of talking in Russia but not enough real action. It is a known fact that a contribution made by innovative products in our country is only 5%; in the United States, for example, it is 70%, that’s why Russia absolutely must go on with the innovative activity. We are seeing the results of this right here in Rybinsk, at NPO Saturn.
 
Dmitriy Markovich, deputy director of the thermal physics institute of the Russian academy of sciences’ Siberian division, corresponding member of the Russian academy of sciences: “Here today we were given a chance to communicate with the specialists of NPO Saturn directly in the production units of the company. I hope our collaboration experience will continue down the road. I personally find NPO Saturn to be a perfect benchmark of a successful, high-tech company, which are very few in Russia. And we, on behalf of the academic institutions, are ready to penetrate into that process and partake in the innovative developments in order to put the Russian engine-building industry on even a higher level.”
 
Nikolay Pribaturin, head of laboratory at the thermal physics institute of the Russian academy of sciences’ Siberian division, doctor of technical sciences: “It is not my first time in Rybisnk, and I would like to note a steep take-off of NPO Saturn. Using the products of our research and our new developments, we are ready to make contribution to this company through providing it with new instruments and new measuring devices in order to ensure the continuity of that take-off. The science in Rybinsk has substantially changed for the better. It is delightful to see such an important number of doctors and future doctors; the school that the previously existing institute has been able to build on the premises of the university. I can sense the positive dynamics omnipresent in the city, and I wish it continues to be like that.”
 
Professor Tatyana Kozhina, the P. A. Solovev RSATU vice-president for research and innovations, doctor of technical sciences: “The main objective of the forum is to unite the science and the industry and to foster a union between NPO Saturn and RSATU, the main university of the regional cluster. And as such, our collaboration spans not only the city of Rybinsk but the entire Yaroslavl region, which is very symbolic. This forum is aimed at consolidating the scientific and industrial youth. The RSATU trains future specialists to work in production, and it is not coincidental that Rybinsk is known as the little Skolkovo. These are the words of the scientific community. The future of aviation and of engine building belongs to the young Russia.”
 

The NPO Saturn Research and Production Association (OJSC) is an engine-building company specialized in the design and development, production and after-market support of gas turbine engines for military and civil aviation, naval ships and power-generating plants and gas-pumping units. The association is part of the Russian union of mechanical engineers all-Russian public organization whereby the regional branch is headed by I. N. Fedorov, NPO Saturn CEO.

The OBORONPROM United Industrial Corporation (OJSC) is a multi-field machine-building group created in 2002. It is part of Rostec. The main fields of activity are helicopter building (the Russian Helicopters holding), engine building (the UEC holding) and other assets.
 

The Rostekhnologii State Corporation (Rostec) is a Russian corporation established in 2007 in order to facilitate the development, manufacturing and export of high-technology industrial products of military and civil purposes.
