The implementation of a dual education system in the Yaroslavl region was discussed during a “Training for a technological leader” panel discussion

March 20, 2014, Rybinsk. - On March 19, 2014 as part of the international technological forum “Innovation. Technology. Manufacturing” the attendees of the “Training for a technological leader” panel discussion reviewed a roadmap of implementing the elements of a dual education system in the Yaroslavl region.
The open project panel discussion comprised the representatives of the Agency for strategic initiatives, the government of the Yaroslavl region, the Russian companies and learning institutions, and the Russian-German foreign trade chamber.
According to Alexey Molchanyuk, NPO Saturn human resources director: “It is a known fact that the Yaroslavl region has made it to the list of five Russian regions that won the contest initiated by the Agency for strategic initiatives. NPO Saturn will serve as a launch pad for the deployment of a dual education system. This system is new and over the next two years we will need to understand and identify all the legal, economic and financial aspects associated with it, work out a new methodology, develop training programs, in other words, we’ll have to create a dual education structure under which the emphasis would be placed on practical training of an individual having chosen a profession in the industry.
Several years ago, when we were put in the conditions of a deficit of the regular labor force, NPO Saturn created the most state-of-the-art corporate training center. The company had invested around a quarter of a billion of rubles to construct and equip it. The principles of dual education have already been partially implemented at Saturn; today we are in close collaboration with the Rybinsk industrial-economic vocational school providing its students with practical workshops. However, the extent of such practical workshops is absolutely insufficient. Our goal is to ensure that 60-70 percent of their training time is spent in the company, at the concrete work stations with mentors chosen from the company’s best in class.”
Ekaterina Loshkareva, head of department of the national competences and qualification system in the “Young talents” subdivision of the Agency for strategic initiatives: “We are very grateful for the opportunity to continue the discussion of the specifics of implementing a dual education system in the frame of the international technological forum. The contest administered by our agency has revealed a great need in bringing the interests of an employee and the educational system together.”
There exists a certain ideal model of dual education, which has passed successfully its approbation and is now fully operational in Germany and in some Russian companies. During a project implementation, it is of paramount importance to be able to understand the region’s specifics which would allow to deploy a dual education system with a maximal effect in a specific region. In particular, in the Yaroslavl region there is an intermediate link between the customer-companies and a vocational school manifested in a training center which helps the trainees having a solid theoretical foundation, but who are not quite yet ready to become a full-fledged company employee providing them with the skills and knowledge needed in a modern enterprise, such as production of gas turbine engines.”
Victor Kostin, deputy Yaroslavl region governor: Many people are unfamiliar with the term “dual education”. But if we trained our kids according to German standards and if by graduation they would have the same level of knowledge, as in the leading European countries, it would become much clearer what we are talking about today. Consequently, if our children had a high level of training in working professions, then the resulting image would be impeccable being based on excellent on-the-job performance, high level of product quality, competitive wages and demand disregarding the workforce market conjuncture fluctuations. All that will in turn affect the industrial growth, profitability margin, taxation, which will then recycle into subsidizing the training process organization… Hence, today we are laying a solid foundation of the region’s future as well as the future of the region’s economy. And NPO Saturn, like no other company, fits the requirements of such training system, because this company already pays a lot of attention to its employees training.”
 
Some interesting facts:
Dual education is a type of vocational training whereby the practical part occurs at a specific work station while the theoretical part is fulfilled by a theoretical training organization.
In December 2013 the Agency for strategic initiatives drew up the results of a contest aiming to shortlist different regions of the Russian Federation to implement a project called “Training of regular labor force to meet the requirements of high-tech industries based on dual education”.
Earlier, in November 2013, the “Dual education” project was approved by the supervisory board of the Agency for strategic initiatives chaired by V.V. Putin.
23 regions had submitted their applications to participate in the contest. The Yaroslavl region entered the list of the five regions - winners of the competition’s selection round.
The project will be undergoing implementation in the period of 2014-2016.
The project goal is to implement the dual education elements stemming from a state-private partnership as the prerequisites for developing a vocational training system in the Yaroslavl region, increase the quality of professional skills of the graduates of vocational schools and ensure meeting the requirements of the regional industrial companies to the qualified regular labor force.
The main objective pursued by the project is to build a new model of vocational training which would allow to cope with the disproportion in the structure, volume and quality of personnel training and ensure consistency between the graduates’ qualification level and the current economic requirements thus creating the conditions for a successful socialization and efficient self-actualization of the trainees.
On 30.01.2014 a multilateral agreement with regard to the contract implementation was signed (the signatories are the Government of the Yaroslavl region, the Agency for strategic initiatives, the Russian Ministry of education and science, the Russian Ministry of industry and trade, the Russian ministry of labor, the World Bank and the Russian-German foreign trade chamber).
The baseline principle of the project implementation is the principle of state-private partnership. A state-private partnership in the field of vocational training will allow to increase the adequacy of results produced by a conventional training system, bringing closer the employees’ level of training to the needs of different industries and different employers, reinforce the link between the theoretical part of training and the shop-floor experience, engage additional funding sources and increase the trainees’ motivation as well as popularize working professions.
The project will be implemented by a host of companies operating in the territory of the Yaroslavl region, namely R-Farm, NPO Saturn (conjointly with other companies integrated in the innovation territorial cluster “Gas turbine machinery and power engineering”), the Bertelsman distribution center and the Yaroslavl generating company.
Also on the roster of the project participants are some learning institutions located in the Yaroslavl region:
the Yaroslavl industrial-economic college, the Rybinsk industrial-economic vocational school, the Yaroslavl auto-mechanical vocational school, the vocational lyceum No. 21.
 

The NPO Saturn Research and Production Association (OJSC) is an engine-building company specialized in the design and development, production and after-market support of gas turbine engines for military and civil aviation, naval ships and power-generating plants and gas-pumping units. The association is part of the Russian union of mechanical engineers all-Russian public organization whereby the regional branch is headed by I. N. Fedorov, NPO Saturn CEO.
