THE IMPLEMENTATION OF AN INTERNATIONAL DUAL TRAINING PROGRAM DESIGNED FOR THE COMPANIES IN THE TERRITORIAL “GAS TURBINE MACHINERY AND POWER ENGINEERING” CLUSTER IS UNDERWAY

January 22, 2014, Rybinsk. - On January, 21st the training began for the first two groups of specialists from the companies comprising the innovative territorial cluster “Gas turbine machinery and power engineering” based out of the Yaroslavl region, in the frame of an international training program “High-tech production management”. The pilot group is constituted of some of NPO Saturn top managers and specialists including a number of professors representing the cluster’s main university - the Rybinsk State Aviation Technical University (RGATU).
The training syllabus is based on the standards devised by the APICS non-profit training organization specialized in the implementation of standardization and certification of specialists in the field of operating management. The training is built off the dual education principles. The theoretical part is realized through the MGCM university while the practical part will have to be implemented in NPO Saturn’s production shops with some supervision of Snecma experts (France). Therefore, the representatives of UEC’s Civil Engines division and the innovative territorial cluster will be able to obtain both theoretical knowledge related to the supply chain management in the field of aerospace and the best non-formalized practices of Snecma (Safran Group), one of the world’s leaders in aviation engine building.
The creation of a training program came as a result of honoring the international agreements to design training programs for the needs of the training center preparing engineering and managerial staff for UEC’s Civil Engine division utilizing the learning institutions incorporated in the Yaroslavl region’s innovation territorial cluster “Gas turbine machinery and power engineering” signed by the cluster’s coordinator NPO Saturn represented by its CEO Ilya Fedorov, the MGCM university represented by its president Anandi Roy and P.A. Solovyev RGATU represented by its president Valery Poletaev with the support of the Yaroslavl regional administration represented by the Yaroslavl region governor Sergey Yastrebov in the course of the Moscow aerospace salon that took place in August 2013 in Zhukovsky.
 
Valery Poletaev, RGATU president noted that “international collaboration is a new stage in the university’s development. The regional component of the RGATU-designed training programs is aimed at the development of the “Gas turbine machinery and power engineering” cluster. NPO Saturn already lives by internationals standards, and now it’s our turn to change. We are very grateful to the company for having come up with the initiative to bring our university to a brand new level. Our collaboration with the MGCM university and Snecma specialists in the frame of Saturn-based projects will facilitate the introduction of the world-class practices into the university’s training environment and allow us to train people fully meeting the evolving expectations of NPO Saturn.
Anandi Roy, president of the MGCM University (APICS international certified partner): “MGCM is very proud that NPO Saturn has chosen us as its partner. We exercise a rather custom-made approach to training. It combines the best world practices with conventional project management methods. This training course is based on the real needs of NPO Saturn existing today. I was very impressed by our visit to NPO Saturn. I’ve seen that the company has all it takes for a successful deployment of the Supply Chain Management project. But what struck me the most is the drive and willingness of Saturn employees to change, and make this project a reality, let alone a 100% involvement of the company’s top management in the said project.”
Rene Colin, an MGCM professor, having a 40-year experience of working with Europe’s leading aerospace companies): “To be able to meet your customer’s expectations and deliver an engine on time, you have to intelligently synchronize the fabrication of sub-assemblies and piece parts. We cannot allow ourselves to lag behind the schedule. I find this training very important and see its goal as to teach the manufacturer how to produce only what the customer wants constantly assuring the product quality and improving the company’s organizational edge through efficient planning.”
Dmitry Ivanov, NPO Saturn innovative development director: “This training course was tailored in the frame of creating a training center meeting the needs of UEC’s Civil Engines division and competence development inside the Yaroslavl region’s “Gas turbine machinery and power engineering” cluster. All the trainees will graduate with a diploma which will ascertain their qualification upgrade and will be given a chance to undergo international certification. What’s important is that the university professors are actively involved in this process which allows to tear down the barrier between a higher-learning institution and a production shop. A person needs to be trained constantly, honing the already obtained skills and acquiring new competences. The implementation of a supply chain management project is the No. 1 priority inside the scope of changes Saturn is currently implementing. The training will infiltrate all the production facilities of the company. Later we will start disseminating this knowledge to other companies in the cluster and UEC’s Civil Engines division. That will allow us to build a world-class supply chain which will use the same language, will be based on the best practices, will help align the internal business processes and will ultimately allow to provide the customer with high-quality engines.”
 
The NPO Saturn Research and Production Association (OJSC) is an engine-building company specialized in the design and development, production and after-market support of gas turbine engines for military and civil aviation, naval ships and power-generating plants and gas-pumping units. The association is part of the All-Russian public organization The Union of mechanical engineers of Russia whereby the regional branch is headed by I. N. Fedorov, NPO Saturn CEO.
