NPO Saturn at the MAKS-2013: signature of International agreements on creation of training programs for the companies in the Yaroslavl region’s “Gas turbine engineering and power machine building” territorial cluster

August 27, 2013, Rybinsk. – On 27 August 2013 in the frame of an International youth forum dubbed “The future of aerospace belongs to Russian youth” at the MAKS-2013 International aviation and space salon, signature of International agreements on creation of training programs for the companies in the Yaroslavl region’s “Gas turbine engineering and power machine building” territorial cluster took place.
A memorandum of understanding concerning the creation of a UEC MC’s civil engine division’s own training center drawing from the educational institutions of the Yaroslavl region’s “Gas turbine engineering and power machine building” innovation territorial cluster was signed by the cluster’s coordinator NPO Saturn represented by Ilya Fedorov, Safran Corporate University represented by Gilbert Font, university president and the P.A. Solovyev RSATU (The Rybinsk State Aviation Technical University) represented by its president Valery Poletaev with the support of the Yaroslavl regional government represented by the Governor of Yaroslavl region Sergey Yastrebov.
Safran Corporate University has provided NPO Saturn with support in organizing training courses.
The parties have come to an agreement that their collaboration would have to materialize in the two main directions:
- development of training courses stemming from the world’s aerospace best practices catered by Safran Corporate University on the following subjects: “Aerospace project management”, “Aerospace program management” and “Lean – 6 Sigma”;
- rendering of methodological support within the scope of design and development of a non-stop training center and formation of engineering and managerial employees to work in the UEC MC’s civil engine division.
Among other provisions, the Agreement provides for the following:
-  training, re-training and qualification upgrade of the personnel employed by NPO Saturn and other companies within the cluster as well as the UEC companies;
- development and implementation of innovative training technologies including distant learning through, among others, the NPO Saturn training center;
- improvement of the level of training and practical applicability regarding the training of the employees at the world-class competence level demonstrated by the high-tech companies;
- creation of a unique information system and database for resource support of the training and scientific processes;
- upgrade of the cluster’s training centers’ baseline principles to meet the state-of-the-art requirements set for training of high quality level engineers.
 
A second agreement with regard to the designing of training programs for the center of training of engineering and managerial staff of the UEC MC’s civil engine division based on the training institutions of the Yaroslavl region’s “Gas turbine engineering and power machine building” innovation territorial cluster was signed by the cluster’s coordinator NPO Saturn represented by its CEO Ilya Fedorov, the MGCM University represented by its president Anandi Roy and the P.A. Solovyev RSATU (The Rybinsk State Aviation Technical University) represented by its president Valery Poletaev with the support of the Yaroslavl regional government represented by the Governor of Yaroslavl region Sergey Yastrebov.
The Agreement was signed with the purpose of training the specialists working within the cluster companies and the companies in the UEC MC’s civil engine division to the training standards designed by the international non-profit training organization called APICS specialized in the implementation of a program of standardization and certification of the industrial operations management specialists.
The Collaboration Agreement provides for the following:
- creation of a multi-level training program in the field of the industrial operations management, supply chain management and production strategic management;
- training, re-training and qualification upgrade of the personnel employed by NPO Saturn and other companies within the cluster as well as the companies in the civil engine division;
- improvement of the level of training and practical applicability regarding the training of the employees at the world-class competence level demonstrated by the high-tech companies with the follow-on internship programs in the leading European aerospace companies for the students having demonstrated the highest academic performance;
- creation of a unique information system and database for resource support of the training and scientific processes;
- preparation of highly-qualified instructors and scientific personnel, qualification upgrade and internship programs for the professorship at the industry’s best companies within Russia and equally abroad.
 
The creation of new training programs conjointly with the leading international training partners will allow to build territorial competences within the cluster in the field of aerospace design meeting the world-class standards.
 
NPO Saturn Research and Production Association (OJSC) is an engine-building company specialized in the design and development, production and after-market support of gas turbine engines for military and civil aviation, Navy boats and power-generating plants and gas-pumping units.
