March 10, 2020, Rybinsk. – The Training Centre of UEC-Saturn (a company of United Engine Corporation, State Rostec Corporation) upgraded to the ХXI-century level celebrates its tenth anniversary in 2020.
The first department pursuing the objective of providing the company with qualified staff was founded at UEC-Saturn as far back as in 1953 and since then for already 67 years it has been dealing with training of human resources in accordance with specific time requirements.
In the 2000s UEC-Saturn launched a modernization program which required high qualifications and new professional skills of the staff. The decision about further development of training for highly-skilled workers and specialists able to work on hi-tech equipment became a key to the company's dynamic development. In early 2008 the company management decided to construct a new specialized Training Centre in Dimitrova Street in order to meet up-to-date requirements for the organization and implementation of training process. It was officially opened on March 10, 2010.
Today UEC-Saturn's Training Centre is celebrating its 10th anniversary with a new status. For the last decades there has been observed intensive development of HR training and retraining. Annually the Training Centre offers production-technical and refresher courses to over 8 thousand people, including more than 3 thousand people for new-level blue-collar jobs. Since 2010, 74267 employees of the company and over 1000 people from outside organizations have been trained. The company's Training Centre has an open-ended license for educational activities allowing of occupational training and retraining for manpower in accordance with short-term programs.
The following programs have been established anew and implemented: "A Foreman's School", "A Manager's School", "School of Personnel Reserve", "Advanced Training of Process Engineers and Design Engineers", "Human Factor" and others.
The company also pays a lot of attention to human resources' training and professional development not only by establishing an internal training system, but through close cooperation with industry-specific educational institutions (Rybinsk Industrial Economic College, Rybinsk State Aviation Technical University (RSATU), Samara National Research University, Yaroslavl State Technical University).
Thus, as for HR training, the Training Centre is engaged in such programs as "Training of Workers Meeting the Requirements of High-Technology Industries on the Basis of Dual Education”, "Regional Standard of Staffing to Support the Industrial Growth of the Yaroslavl Region's Economy", "New Human Resources for the Military-Industrial Complex" and others for the implementation of a practice-oriented HR training model.
The UEC-Saturn corporate practice of training is considered by the Russian Union of Industrialists and Entrepreneurs to be one of the best. The enterprise's program carried out on the premises of UEC-Saturn's Training Centre and called "Professional Personnel for Business: Practice of Companies in Education and Training" presenting the plant's vocational guidance program for HR capacity development and training was highly appreciated by leaders of the Russian business community as early as in 2013. And in 2018 UEC-Saturn was awarded a diploma of the Department of Education of the Yaroslavl Region as a prize-winner of the contest for the best practices of cooperation between educational organizations and companies of the Yaroslavl Region. In 2019 our enterprise won in the nomination "Training and Development" with the project "Practice of Introduction of Dual Education in a Company" within the scope of the First All-Russian Conference of HR Managers in Corporations, Holdings and Companies of the Military-Industrial Complex "HR ОПК-2019".
In the domain of engineering skills there are some long-term educational programs implemented jointly with the Soloviev RSATU for contract students, postgraduates and doctoral candidates as well as short-term refresher and retraining programs for the plant's specialists. In order to raise the status of blue-collar jobs, to vocationally orient the youth and help them choose an occupation as well as to implement professional standards and the training system of highly-skilled workers for the company at the up-to-date world-class level, the enterprise participates in workmanship competitions and championships of different levels.
Since 2010 the Training Centre has been hosting a professional skill competition for NC machine operators, it is innovative experience because in engine building industry it was traditional to have blue-collar competitions on manual versatile machine tools. It is an opportunity to identify the best, to support the ones willing to raise their standard of proficiency.
Since 2014 UEC-Saturn has been intensively involved in the WorldSkills movement. The Training Centre provides its production facilities and methodological base to make students prepared for workmanship competitions and championships and holds regional stages of the Yaroslavl Region championship. Winners of the plant's professional skill competitions participate in Corporate Championships of UEC and Rostec State Corporation as well as in National Competitions of Cross-Industry Blue-Collar Occupations in High-Tech Industries Worldskills Hi-Tech where UEC-Saturn takes prize-winning places. Thus, in 2015 Aleksandr Bolshkov, a 6-slass setup man of CNC machines and program-controlled manipulators, shop 57, became the bronze medalist of the II National Competition. In the IV National Competition in 2017 Aleksandr Venikov, a 6-slass setup man of CNC machines and program-controlled manipulators, shop 57, became the gold medalist. In 2017 the Training Centre was awarded a diploma of UEC for "For a Weighty Contribution to the Development of Professional Competences in Aviation Engine Building".
In April 2020 the Training Centre of UEC-Saturn is going to be a platform for UEC's VI Corporate Competition in the "Turning on CNC Machines" competence.
Lean-technologies training and lean thinking development are among practice-oriented training examples. The Training Centre is in close cooperation with the production system development department when offering "green and black belts" courses, teaching program-project management and lean production as per the Shop Floor Management (SFM) standard – "Factory of Processes" in order to draw all the company's staff into lean production deployment processes. Annually, training according to these programs is arranged for over 5000 people.
Besides, employees of the Training Centre take an active part in the company's program-project activities – various projects have been initiated and are being implemented with success: "Coaching System Development", "Improvements in the Effectiveness of Training for Blue-Collar Job Trainees at UEC-Saturn", “Management of HR Competences", " Improvements in the Effectiveness of the Contractual Documentation Execution Process in the Training Centre", "Raising the Effectiveness of Organization, Control and Delivery of On-job Training to College Students at UEC-Saturn", "Technical Career". In the staff pool of the Training Centre there are three employees with the "Green Belt" lean production category and one "Black Belt". The "black belt" is Svetlana Zhukova, Head of the Training Centre, a Candidate of Technical Sciences."This anniversary is, first of all, a reason for being grateful.
